Taliban spokesman Zabihullah Mujahid said the incident began when Pakistani forces opened fire.
Tajikistan’s foreign minister, Sirojiddin Muhriddin, held a phone call with Taliban Foreign Minister Amir Khan Muttaqi to discuss security along.
President Emomali Rahmon reviewed the situation with security officials and described the cross-border fire as “illegal and provocative.”
Local sources in Faryab told Amu that an explosion occurred at the entrance gate of the department on Sunday evening.
The Taliban’s Foreign Ministry said they believe the attack was carried out by elements seeking to undermine regional stability.
“Tragically, these children mistook the shell for something to play with,” the statement said.
The attack was one of several that struck Afghanistan’s eastern provinces of Khost, Paktika and Kunar late Monday night.
UNAMA did not assign responsibility for the strikes. But the Taliban blamed Pakistan for the bombings.
In October, eight days of fighting along the Pakistan‑Afghanistan frontier left around 37 dead and more than 400 injured.
Mujahid said four civilians were also wounded in strikes in Kunar and Paktika, where two additional homes were damaged.
