Kaboluv said that preliminary discussions have already taken place among regional partners and Russian diplomatic officials, regarding the meeting.
They also urged the international community to increase humanitarian aid to the Afghan people.
The embassy said it is now accepting applications for passport issuance.
The meetings bring together technical experts and representatives from UN agencies, international organizations, Taliban, and member states.
The meeting took place on the sidelines of ongoing Doha Process working group sessions hosted by UNAMA.
According to UNAMA, participants include member state representatives, Taliban delegates, international experts, and Afghan stakeholders — including women.
The seven-member delegation includes Taliban officials from three ministries.
The delegation met with Amir Khan Muttaqi, the Taliban’s acting foreign minister.
The latest changes reflect a persistent trend in Taliban governance.
