Burchett says House passed ‘No Tax Dollars for Terrorists’ bill

Representative Tim Burchett (R‑Tenn.) announced Monday that his No Tax Dollars for Terrorists bill has passed the House of Representatives.

“I am so proud that after years of work, my ‘No Tax Dollars for Terrorists’ bill successfully PASSED the House of Representatives,” he said in a post on X.

Introduced on January 9, 2025, the bill directs the State Department to design a strategy discouraging foreign governments and NGOs—particularly those receiving U.S. aid—from providing support to the Taliban.

House Foreign Affairs Committee Chairman Brian Mast emphasized that the measure aims to prevent taxpayer funds from reaching terrorist organizations. He underscored this need following findings that more than $10 million in U.S.-funded aid had been taxed by Taliban authorities at Afghanistan’s central bank after their return to power.

The bill was reported (amended) out of committee by voice vote on April 9, 2025.

If fully enacted, it would require the State Department to report to Congress on aid flow dynamics, detail a strategy to block Taliban-related support, and assess the Afghan central bank’s impact on U.S. assistance.

The vote advances the bill to the Senate for consideration. Its final fate will determine whether it becomes law.
