Hamdullah Fitrat said the strike targeted the 2,000-bed rehabilitation center in eastern Kabul at around 9 pm local time.
Taliban condemned the attack, calling it a violation of humanitarian principles, saying Pakistan has breached Afghanistan’s airspace.
Fitrat said the strikes targeted several districts in the provinces of Nuristan, Khost, Kunar and Paktika.
Akhundzada urged the people to be grateful for what he described as security and stability in the country.
The reported shelling comes as cross-border fighting between Pakistan and Taliban entered its 19th day.
