Richard Bennett, the UN Special Rapporteur on human rights in Afghanistan, on Tuesday called for the formal recognition of gender.
Kabul recorded 44 cases, followed by Laghman and Kunar with 16 each, and Khost with 15.

The floggings took place in Parwan, Kabul, Paktika, Laghman, Balkh, and Khost.
