Abdul Kabir, the Taliban’s deputy chief minister, traveled to Qatar on Thursday despite being on the United Nations blacklist for his involvement in a deadly attack in Baghlan province in 2007.
The 2007 attack claimed the lives of 72 people, including Sayed Mustafa Kazemi and other members of parliament.
Zabihullah Mujahid, a Taliban spokesman, stated that Abdul Kabir’s trip to Qatar is to attend the funeral of Ismail Haniyeh, the political leader of Hamas.
Earlier this week, on Monday, Abdul Kabir visited Iran.
Previously, several Taliban officials on the U.N. blacklist, including Sirajuddin Haqqani, have also traveled abroad.
