UN political chief arrives in Kabul

Rosemary DiCarlo, the United Nations under-secretary-general for political and peacebuilding affairs, arrived in Kabul on Saturday, sources told Amu.

The sources said DiCarlo is expected to hold meetings with Taliban officials during her visit. The United Nations Assistance Mission in Afghanistan (UNAMA) has not yet issued an official statement on the trip.

The Taliban foreign ministry had earlier said that UNAMA’s acting head, Georgette Gagnon, informed their foreign minister Amir Khan Muttaqi of DiCarlo’s planned visit, saying it would take place before the end of the month.

According to a statement from the Taliban foreign ministry, Gagnon and Muttaqi discussed the Doha process, as well as progress and upcoming meetings of two working groups focused on counter-narcotics efforts and private sector support, along with other related issues.

The Doha process, launched by the United Nations after the Taliban returned to power in 2021, is aimed at coordinating international engagement with Afghanistan. The first two rounds were held without Taliban participation and focused on human rights, women’s rights and humanitarian assistance, but produced no concrete breakthroughs.

The Taliban attended the third round for the first time, with talks centred on economic issues, private sector support, banking and counter-narcotics, while human rights and women’s participation received less emphasis.

Several working groups were formed as part of the process, but they have yet to produce tangible outcomes.
